The Paschalville Library, a historic Carnegie library serving Southwest Philadelphia since 1915, is undergoing a $13.2 million transformation. This ambitious renovation—led by the Greater Philadelphia Community Alliance (GPCA) in partnership with Rebuild Philadelphia, the BFW Group, the Free Library of Philadelphia Foundation, and Southwest CDC—aims to breathe new life into a cornerstone of the community.
GPCA is proud to serve as the project manager for this vital public space, ensuring the renovation not only meets the highest standards of accessibility and design but also reflects the voices and needs of the neighborhood it serves. This renovation is more than just a facelift—it’s an investment in the future of Southwest Philly.
The Paschalville Library isn’t just a building—it’s a lifeline for the community. For generations, it has been a place where children discover the joy of reading, neighbors connect, and families access resources that support their growth and well-being.
But like many public spaces in historically under-resourced neighborhoods, it has long been overdue for investment.

A historic investment in Philadelphia communities
Made possible by the Philadelphia Beverage Tax, Rebuild is investing hundreds of millions of dollars in improving community facilities. Through its projects, Rebuild will:
• Make physical improvements to parks, recreation centers, and libraries, including Pascalville Library.
• Promote diversity and economic inclusion.
• Rebuild will support minorities and women who work (or want to work) in the design and construction industries.
• Engage with community members to leverage their knowledge, power, and expertise. Community feedback will inform the improvements that are made to facilities.
